Privacy Agreement

This Privacy Agreement explains how Welg handles photos, local city data, app settings, purchases, support requests, and regional privacy rights for users in California, Canada, Singapore, Australia, and other locations.

1. Quick Summary

Welg is designed as a local-first creative app. In the current version, selected photos are intended to stay on your device and are used to build your neon memory city. Welg does not currently offer account login, cloud sync, third-party advertising, or cross-context behavioral advertising.

We may handle information you provide directly, information created by app use, purchase-related records received through the app store, and messages you send to us for support. We use this information to operate the app, remember settings, process purchases through the app store, respond to requests, protect users, and comply with law.

2. Scope

This Privacy Agreement applies to Welg, including the app experience sometimes described as Dream Neon Rebuild: a dreamy neon 3D interactive visual app where photos become buildings, fictional disasters affect the city, and users rebuild and expand the city.

This Privacy Agreement also functions as a notice at collection and regional privacy notice where applicable. It should be read together with the Welg User Agreement.

3. Information We Handle

The categories below describe the information Welg may handle, depending on how you use the app.

Welg is not designed to identify faces, infer sensitive characteristics, read precise location metadata from photos, or build advertising profiles. If you choose photos that reveal personal or sensitive information, the app may store the selected image locally so it can render your city.

4. How We Use Information

  • To let you import selected photos and turn them into city buildings.
  • To save and restore city progress, photo status, building state, disasters, replay cache, and settings.
  • To provide theme, sound, privacy, reduced-motion, reset, and other control features.
  • To process optional in-app purchases through the applicable app store and update virtual coin balances.
  • To respond to support, privacy, legal, safety, and intellectual-property requests.
  • To protect the app, users, and platform systems from fraud, misuse, security issues, or unlawful activity.
  • To comply with applicable laws, regulator requests, app-store rules, tax, accounting, or dispute requirements.

5. Sharing, Disclosure, Sale, And Targeted Advertising

In the current version, selected photos and city data are intended to remain on your device unless you choose to share them, contact us with them, or a future feature clearly tells you otherwise.

We may disclose limited information to the following recipients when needed:

  • App stores and payment processors: to process purchases, refunds, transaction status, taxes, and fraud checks.
  • Device and platform providers: to operate system photo picker, diagnostics, crash reporting, app distribution, and security functions.
  • Service providers: if we use vendors for support, diagnostics, hosting, legal, security, or business operations, they may process information only for permitted purposes.
  • Legal or safety recipients: if disclosure is required by law, valid legal process, security needs, or protection of rights and safety.

No sale or cross-context behavioral advertising: We do not sell personal information, and we do not share personal information for cross-context behavioral advertising in the current version. We also do not knowingly sell or share personal information of users under 16.

6. Storage And Retention

Local app data may be stored on your device until you delete it, use app reset controls, uninstall the app, or your device or operating system removes it. Local app data may include selected photo copies, thumbnails, city state, settings, and replay cache.

Support emails and privacy requests are retained for as long as reasonably necessary to respond, maintain records, resolve disputes, prevent misuse, and comply with legal obligations. Purchase-related information handled by app stores is retained according to those platforms' rules and applicable law.

When information is no longer needed for the purposes described above, we will delete, de-identify, or stop retaining it where reasonably possible and legally appropriate.

7. Your Choices And Controls

Photo Selection Choose which images to import. You can deny photo access or change photo permissions in device settings.
Local Reset Use app reset controls, if available, to clear city, archive, and replay data from app storage.
Reduced Motion Use reduced-motion controls to lower shake and transition intensity where supported.
Support Requests Email us to request access, deletion, correction, withdrawal of consent, or complaint review where applicable.

You can withdraw consent to optional processing by disabling the relevant permission or feature where available. If you withdraw consent for photo access, some photo-based features may stop working.

8. Security

We use reasonable administrative, technical, and organizational measures designed to protect information handled by Welg. No app, device, storage method, or network can be guaranteed to be completely secure.

You can help protect your data by keeping your device, operating system, app, app-store account, and device passcode secure.

9. Children

Welg is not directed to children under 13. We do not knowingly collect personal information from children under 13 without legally required parent or guardian consent. If you believe a child has provided personal information in a way that requires deletion or review, contact us at welgcyl@163.com.

If your region requires a higher age for privacy consent, users below that age should use Welg only with valid parent or guardian consent.

10. International Transfers

Welg may be used in multiple countries. Local app data generally remains on your device. If you contact us by email, make a purchase, receive platform support, or use future online features, information may be processed in countries where we, app stores, email providers, platform providers, or service providers operate.

Where required, we rely on appropriate safeguards, contractual protections, consent, legitimate operational needs, or other lawful transfer mechanisms to protect information transferred internationally.

11. Regional Privacy Rights

California

If you are a California resident, the California Consumer Privacy Act as amended by the California Privacy Rights Act may give you rights to know/access, delete, correct, opt out of sale or sharing, limit use and disclosure of sensitive personal information, data portability, and non-discrimination for exercising privacy rights.

Welg does not sell personal information or share personal information for cross-context behavioral advertising in the current version. Because of that, a "Do Not Sell or Share" request will be treated as a confirmation request unless our practices change. Welg also does not use sensitive personal information to infer characteristics or for purposes outside those reasonably necessary to provide the app experience.

Canada

For users in Canada, we aim to follow the principles of meaningful consent, limiting collection to appropriate purposes, safeguarding personal information, retention only as needed, and providing access or correction rights where applicable. You may withdraw consent to optional processing, subject to legal or practical consequences such as losing access to photo-based features.

Singapore

For users in Singapore, this Privacy Agreement identifies purposes for collection, use, and disclosure of personal data, and provides a contact channel for access, correction, withdrawal of consent, questions, and complaints. We aim to apply reasonable protection, accuracy, retention, transfer, and breach-response practices where applicable.

Australia

For users in Australia, we aim to handle personal information consistently with the Privacy Act and Australian Privacy Principles where they apply, including transparency, collection for appropriate purposes, security, access, correction, and complaint handling.

Other Locations

You may have additional privacy rights under laws that apply to your location. Contact us to exercise those rights, and we will respond as required by applicable law.

12. Privacy Requests And Complaints

To make a privacy request, email welgcyl@163.com. Please include "Welg Privacy Request" in the subject line and describe the right you want to exercise.

Because Welg currently does not use account login, we may need information from you to verify the request and locate any information we control, such as the email address you used to contact us, purchase-related details you choose to provide, or screenshots that help identify the issue. We may not be able to access or delete data stored only on your device, but we can explain available in-app and device-level deletion options.

We will respond within the time required by applicable law. If you are not satisfied with our response, you may have the right to contact a privacy regulator in your location.

13. Updates To This Privacy Agreement

We may update this Privacy Agreement to reflect changes to Welg, legal requirements, app-store rules, or privacy practices. If changes are material, we will take reasonable steps to notify users through the app, app listing, website, or another reasonable method.

The "Effective Date" at the top of this page shows when this version applies.
