1. Acceptance
By downloading, opening, or using Welg, you agree to this User Agreement. If you do not agree, do not use the app.
This document is a User Agreement for the app experience. It focuses on app use, user content, purchases, permissions, and regional rights. Your privacy choices and data rights are described separately in the Welg Privacy Agreement.
If any part of this Agreement conflicts with mandatory consumer, privacy, or platform rights that apply to you, those mandatory rights control.
2. App Experience
Welg is an interactive visual and creative-play app. The app may include City, Archive, Control, Build, Settings, photo import, local photo-to-building generation, disaster effects, repair actions, replay or rewind effects, sound controls, reduced-motion controls, theme controls, data reset controls, and optional in-app purchases.
Disaster effects in Welg are fictional, stylized, and for entertainment. They are not emergency, safety, weather, engineering, mental health, or disaster-preparedness guidance.
3. Eligibility
You may use Welg only if you can form a binding agreement under laws that apply to you or if a parent or legal guardian has reviewed and accepted this Agreement for you.
Welg is not directed to children under 13. If the law in your location requires a higher age for independent consent, you may use Welg only with valid parent or guardian consent. Parents and guardians are responsible for a minor's use of the app.
4. Photos And User Content
You keep ownership of photos and other content you choose to import into Welg. You grant Welg a limited permission to process, resize, store, cache, display, and transform selected photos only as needed to operate app features, such as turning photos into city-building textures, thumbnails, archive cards, and gameplay visuals.
You are responsible for the content you import. Do not import content unless you have the right to use it in the app. Do not import content that is unlawful, exploitative, abusive, invasive of another person's privacy, or infringes another person's intellectual property rights.
In the current local-first version, selected photos are intended to stay on your device unless you choose to share them through your device or a future feature clearly tells you otherwise. Resetting app data may delete local city data, local photo copies, and replay cache from the app's storage.
5. Permissions And Data Controls
Welg may ask for photo library access or use the system photo picker so you can select images. The app uses selected images to generate your city experience. You can control photo access through your device settings.
Welg may store settings such as sound, auto-disaster, reduced motion, privacy acceptance, theme name, city level, stability, damage, photo status, building layout, and coin balance. These records support gameplay continuity and settings preferences.
You may use the in-app reset controls, if available, to clear local city, archive, and replay data. You may also uninstall the app to remove local app data, subject to your device and platform behavior.
6. In-App Purchases And Virtual Items
Welg may offer optional in-app purchases, including virtual coins or similar app items. Purchases are processed by the relevant app store or payment platform, such as Apple App Store. Welg does not receive your full payment card details.
Virtual coins and virtual items have no cash value, are not legal tender, and are not transferable outside the app. They may be used only for eligible app features when those features are available.
Refunds, cancellations, taxes, currency conversion, family sharing, and payment disputes are handled according to the payment platform's rules and applicable law. Nothing in this Agreement limits refund or consumer guarantee rights that cannot be waived under applicable law.
7. User Conduct
You agree not to misuse Welg or interfere with its operation. You must not attempt to reverse engineer, bypass purchase systems, access non-public app components, disrupt security controls, upload unlawful content, or use the app in a way that violates another person's rights.
You also agree not to use Welg to create, store, or share content that is illegal, harassing, hateful, sexually exploitative, or otherwise harmful under laws that apply to you.
8. Intellectual Property
Welg, including its visual design, interface, code, city systems, disaster effects, themes, text, icons, sounds, and other app materials, is owned by the app operator or its licensors and is protected by intellectual property laws.
This Agreement gives you a limited, personal, revocable, non-exclusive, non-transferable permission to use Welg for personal entertainment and creative use. It does not transfer ownership of Welg or any app materials to you.

9. App Availability And Changes
Welg may change over time. Features, visual effects, disasters, purchases, rewards, pricing, and supported devices may be added, changed, paused, or removed where allowed by law.
We try to keep the app stable, but Welg may be interrupted by device limitations, operating-system changes, store requirements, maintenance, bugs, or events outside our control.
10. Regional Consumer And Privacy Rights
Users in California, Canada, Singapore, Australia, and other regions may have mandatory rights under privacy, consumer protection, unfair-contract, electronic commerce, or app-platform laws. This Agreement is intended to be read consistently with those rights.
- California: Your privacy rights, including rights to know, delete, correct, opt out of sale or sharing, limit sensitive personal information, and non-discrimination where applicable, are described in the Privacy Agreement.
- Canada: This Agreement does not limit rights under Canadian consumer and privacy laws, including meaningful consent and access or correction rights where applicable.
- Singapore: This Agreement does not limit rights under the Personal Data Protection Act, including consent withdrawal, access, correction, protection, retention, and transfer protections where applicable.
- Australia: Nothing in this Agreement excludes, restricts, or modifies consumer guarantees, privacy rights, or other protections that cannot lawfully be excluded under Australian law, including the Australian Consumer Law and Privacy Act requirements where applicable.
11. Disclaimers And Liability
Welg is provided for creative and entertainment use. To the extent allowed by law, the app is provided "as is" and "as available" without promises that every feature will always be uninterrupted, error-free, compatible with every device, or available in every location.
To the extent allowed by law, the app operator is not responsible for indirect, incidental, special, consequential, exemplary, or punitive damages, or for loss of data, profits, goodwill, or device functionality arising from use of the app.
Some jurisdictions do not allow certain exclusions or limitations. In those jurisdictions, the exclusions and limitations apply only to the maximum extent allowed by law.
12. Changes To This Agreement
We may update this User Agreement to reflect app changes, legal requirements, platform rules, or business changes. When changes are material, we will take reasonable steps to notify users through the app, app listing, website, or other reasonable method.
The "Effective Date" at the top of this page shows when this version applies. Continued use after an updated version becomes effective means you accept the updated Agreement, except where additional consent is required by law.
